Can I get money from the city projects after my car has been wrecked by the bad roads from steet construction?

I was driving regulary with my friends and family in the car in the downtown area about to drop off one of my cousins after graduation. As I pass through the intersection, I saw in front of me two inches drop from the ground because of street construction. The top part of the pavement was shaved. I tried to slow down to transition but unfortunately there were a few sewer lids that stick up about 4 inches above ground level. Boom! and my car hit one of those sewer lids and motor oil was flying out of my car. Luckily nobody was hurt. After that, as I was standing waiting for the tow truck I also notice a few cars hitting those sewage lids. I am pretty pissed because they didn't put any warning signs up or what so ever.

I know the cost of repairs won't be little in this accident. I want to know how I can complain to the city or maybe get them to fix my car. Thanks a lot.

Probably not. 4 inches should have been more than enough clearance, and the city will argue you were driving too fast for conditions or you would have been able to slow down,
