why doesnt my tractor engine rev all the way?
some of you may be familiar with my situation....
anyway, i replaced the air and fuel filters and replaced the fuel lines- lots of muck in there. the engine seems to have improved a bit but its still not up to my specs. watch the vid:

is the engine supposed to rev higher, as it does when i move the throttle with my finger? why doesnt it stay all the way at the end? there is a small spring attached to that same arm, is that for the governor?
please help! im so close to getting this tractor perfect!!
im concerned about this because the engine sounds like its under heavy load when mowing the lawn and driving up inclines.
my old 17hp intek engine had much more power than this one.
You have guessed the correct answer. The lever you show in the video is part of the governor used to limit the RPM's. When the engine comes under load it slows down and the governor releases applying more throttle to increase the RPM. The engine sounds OK
