Tractor Starter

Craftsman lawn tractor. The new starter I just install seems to work properly but it will not turn the engine.?

I have the charger hooked up so it is not the power. The flywheel turns by hand. It my be a little hard to turn but I don't know what is normal.
When I say that the starter is working properly I mean that it's motor runs and it's gear spins. It seems to be mating with the engine properly. When engaged to the fly wheel the starter does not seem to have the power to turn it.

It sounds like to me that may be your valves are out of adjustment. If they are out of adjustment the compression relief won't work which makes it easy for the starter to turn over the engine. The battery is not powerful enough to over come this but jumping the machine provides enough power to over come this. So I would suggest checking the valve clearance, which should be .005" if you don't know how to do this take it to small engine shop. I am assuming it is a briggs engine, briggs had a history of this over the last 5 years.
